Recreational Water Facilities

​​Environmental health is tasked with inspecting and permitting all recreational water facilities that offer access to the public. Private residential swimming pools are not included in this definition. Recreational water facilities include but are not limited to pools, spas/hot tubs, bathing beaches, ​splash pads, theraputic pools/hot tubs, and water slides. Recreational water facilities are governed by West Virginia Legistlative Rule 64 CSR 16 and must be approved by the department prior to opening. Additionally, new pools must submit construction plans to the West Virginia Office of Environmental Engineering and these plans must be approved prior to starting construction. 

Every recreational water facility must have at least one certified pool operator on staff. For information on CPO courses, please see the following link. If you are unsure whether a course meets criteria, please contact the health department. Please note certificates shall be visibly posted in the pump room. 

Please note facilities that require an admission fee, annual pass, or membership dues in addition to organized camps or childcare centers must have lifeguards on duty at all times the facility is open. Facilities that require lifeguards on duty shall ensure all receive proper training.
